2023 was a busy year for NDC! We welcomed new members Foothills Housing Authority, Tierra Colectiva, and Housing Catalyst, advocated at the state and local level for legislative and operational reforms to improve our members ability to meet housing needs, implemented a number of new programs, provided technical and research assistance on critical housing issues, and hosted or co-hosted 5 conferences and summits! We look forward to 2024 and capitalizing on the opportunities of our collective work over the past decade has helped manifest. We’ll have a sneak peek for you in January about the legislative session, organizational changes coming to NDC.
2023 Advocacy Recap
- Advocated for the reform of the Division of Housing through an Executive Order
- Served on the Prop 123 Implementation Committee
- Served on Denver Mayor Johnston’s Transition Team
- Supported crucial housing policy initiatives during the State Legislative Session
- Advocated for changes to Xcel’s administration and fee structures before the Public Utilities Commission to the Public Utilities Commission on changes to Xcel’s administration and fee structures
- Serving on the Property Tax Reform Commission to find fair and equitable property tax solutions in Colorado

- Piloting financial health programming with Financial Health Institute among affordable housing partners in East Colfax
- Co-convening a Community of Practice with organizations pursuing community ownership projects with the Center for Community Wealth Building (CCWB)
- Co-developed an online resource hub for community ownership and stewardship
2023 Research and Technical Assistance Recap
- In partnership with Habitat Colorado, developed a white paper on property tax solutions for shared equity models
- Supporting the Jefferson County Housing Advocacy Steering Committee in developing a county-wide blueprint for workforce housing
- Selected to lead the Mass Timber Coalition’s Affordable Housing Workstream to guide the use of mass timber products in affordable housing in Colorado in partnership with Gates Family Foundation and the National Forest Foundation
